Jennifer Frescaz Hired as Next City of Lubbock Chief Information Officer
The City of Lubbock is pleased to announce Jennifer Frescaz has accepted the Chief Information Officer position. Ms. Frescaz brings more than 15 years of public sector technology leadership experience. She currently serves as CIO and Managing Director for the City of Midland, where she began her technology career in 2005. Throughout her career, Jennifer has led large-scale IT initiatives, strengthened cybersecurity frameworks, and fostered collaboration across departments to align technology with organizational goals.
Jennifer holds a Bachelor of Arts in Mass Communications and a Master of Business Administration from West Texas A&M University. She earned her Certified Government Chief Information Officer (CGCIO) certification from the University of North Carolina in 2015. Since 2019, she has served as the West Texas Representative for the Texas Association of Governmental IT Managers (TAGITM) and was appointed to the Texas State Cybersecurity Council from 2022 to 2024.
Beyond work, Jennifer is a proud soccer and football mom, dedicated to her three children. Reflecting on her new role, she shares, “I am honored to join the City of Lubbock team and this amazing community in the heart of West Texas. I look forward to advancing a unified technology strategy that builds on the strong foundation in place, driving innovation and collaboration to benefit the organization and community.”
Ms. Frescaz’s first day with the City of Lubbock will be Monday, November 11, 2024.
